ASHEVILLE – The North Carolina Acupuncture Licensing Board is asking a 90-year-old Asheville acupuncturist to voluntarily surrender his license after he was recently charged with sexual assault and sexual assault by Asheville police, NCALB News. Announced in the release.
See Yin Kuai is currently facing three counts of sexual assault and one felony count of second-degree forcible sexual assault after seven potential victims reported the sexual assaults to Asheville police. He has been indicted. NCALB officials said they are monitoring the charges and are in contact with law enforcement, the Buncombe County District Attorney’s Office and Kuai’s attorney.
“In addition to the formal disciplinary proceedings contemplated by the NCALB’s legal framework, the NCALB has ordered Kuai’s acupuncturist and We are asking for the voluntary return of the license to the court,” NCALB said in an Oct. 3 news release.
Kuai first obtained his license in North Carolina in January 1995 and most recently renewed his license on May 20, 2022, according to the release. He holds a North Carolina Acupuncturist License No. 34.
According to an APD news release, Kuai initially told APD detectives that the victim sexually assaulted her while she was receiving acupuncture treatment at Kuai’s clinic on Arlington Street in August. He was arrested on September 26th after confessing that he had been According to an arrest warrant obtained on October 2, Kuai allegedly “inserted his fingers into (the victim’s) vagina” on August 22, knowing that the victim was “physically helpless.” be done.
Since Cowie’s arrest, six additional victims have reported to Asheville police that he sexually assaulted them, and additional charges have been filed against them. Four of the additional cases are within APD’s jurisdiction, while two others are outside of APD’s jurisdiction, spokeswoman Samantha Booth told the Citizen Times on Oct. 2.
Prior to filing additional charges against Mr. Kuai, the NCALB met on Sept. 6 and “approved formal and informal proceedings regarding Mr. Kuai in consideration of the then-pending charges,” the news release said. NCALB is aware of new charges and further charges against Kuai from the weekend.

As a public agency established by the North Carolina General Assembly in 1993, NCALB regulates the practice of acupuncture “to promote the health, safety, and welfare of the people of North Carolina” under North Carolina General Law 90-450. was established to.
Under General Law 90-456, acupuncturists are prohibited from sexually approaching or engaging in sexual activity with patients. If a violation of the statute is proven, the NCALB “may suspend or revoke an acupuncturist’s license or impose other forms of discipline,” the release states.
Kuai’s court dates are set for Oct. 18 and Nov. 11 in Buncombe County District Court. He originally had Kelly Glaceau-Grant appointed as his public defender. The case was assigned to the public defender’s office due to a language barrier with Mr. Kuai, but the court did not require him to show any predicament.
