While the tomatoes roast, Oliver gets to work on the risotto: he sautes onions and chopped fennel in butter until soft, toasts the rice (Arborio is essential for risotto), rinses the pan with white vermouth, and slowly ladles vegetable stock into the pan while constantly stirring the rice.
It takes about 15 to 20 minutes for the rice to soak up all the added broth and cook through. Once the rice is done, Oliver stirs in the butter and Parmesan and seasons to taste.
But while this risotto is delicious on its own, the addition of roasted tomatoes makes it even better. The roasted tomatoes pack a sweet-and-sour flavor, and the bottom of the baking dish contains tomato juice and garlic-flavored olive oil that you can drizzle over the finished dish. And as you cut the tomatoes as you eat, they release even more of their flavorful juices into the risotto, making every bite taste like summer.
