The Seneca County Board of Supervisors will meet on Tuesday, June 11 to consider several key resolutions aimed at improving county operations and services. Topics on the agenda include strengthening cybersecurity, revising the IT budget and addressing mental health needs, reflecting the board’s commitment to improving local governance and public services.
The committee will discuss the award of a $27,700 cybersecurity grant from the New York State Office of Homeland Security and Emergency Services. The grant runs from April 1, 2024 to Aug. 31, 2025, and is intended to strengthen the county’s cybersecurity infrastructure and ensure protection of information systems through equipment, training and planning projects. The Ways and Means Committee approved the resolution on May 28.
In addition to the cybersecurity grant, the committee will consider proposed amendments to the Seneca County IT budget for 2024. The proposed changes include reallocating $35,202 from personnel expenses (object code 101680.51100) to IT services (object code 101680.54700) with the goal of better serving the county’s technology needs. The amendment was also approved by the Ways and Means Committee on May 28.
The commission also plans to renew a contract with Toshiba for the lease and maintenance of multifunction copiers and printers. The new contract, approved by the Ways and Means Committee, is expected to save the county $3,334 per year. Additionally, a separate resolution would approve a contract with Toshiba to transition the county’s fax lines to secure E-Fax service, expected to save $10,008 per year over the next five years. Both resolutions were approved by the Ways and Means Committee on May 28.


A key financial decision on the agenda is the introduction of Local Law “D” of 2024, which seeks to repeal the taxation limits set in General Local Government Law §3-C for fiscal year 2025. The measure addresses rising expenditure costs for counties and unfunded state mandates. A public hearing on the bill is scheduled for July 9th.
Additionally, the board will authorize the Treasury Department to distribute $237,901.44 in mortgage tax revenue collected between Oct. 1, 2023 and March 31, 2024 to various towns and villages within Seneca County. The resolution was considered and approved by the Ways and Means Committee on May 28.
In response to the mental health crisis, the commissioners may also approve the creation of a new mental health clinical therapist position within the county’s mental health department. The decision comes at a request from the Waterloo Central School District, which will contribute $40,000 toward the new therapist’s salary. The measure was considered and approved at the Vacancies Committee meeting May 14 and the Personnel and Government Operations Committee meeting May 28.
The meeting will be held at 6pm at the Seneca County Courthouse in Waterloo, and the public is invited to participate and provide input as the committee addresses these important issues affecting the county.
