Wes Bullock (Clint Eastwood), a devoted father and recently divorced New Orleans police detective, becomes empathetic as he investigates a recent series of murders, the victims of which are young women who have been assaulted and strangled with a red ribbon. During the investigation, Wes becomes involved with counselor Beryl Thibodeau. But the case soon becomes complicated as Wes begins to believe that the killer is targeting him and those close to him.
