To ensure best practices are used during encounters between police and residents experiencing a mental health crisis, a Crisis Intervention Advisory Group (CIAG) was established. The CIAG began meeting quarterly.

The creation of CIAG was the 11th of 39 recommendations outlined in a report submitted to City Council in 2022 to modernize police departments in the areas of de-escalation and crisis intervention.
“Oklahoma City’s public safety agencies play a critical role in the community’s response to people experiencing a behavioral health crisis,” said Jessica Hawkins, CIAG lead facilitator and director of community and systems initiatives for the Healthy Minds Policy Initiative. “Effectively responding to these crises requires multiple partners working together. By aligning resources across departments, Oklahoma City can ensure more people receive treatment when and where they need it.”
CIAG’s goals include:
- Connect with the health care providers best suited to care for people with mental and behavioral health issues.
- Provide guidance on establishing and operating the City’s Crisis Response Team to respond to high-urgency mental health service calls.
- Provides guidance to cities on the selection of qualified providers responsible for developing alternative response teams to respond to non-emergency mental health service requests.
- Identify key metrics to monitor the city’s crisis response system by collecting and reviewing data and reporting results.
- Monitor and review the number and percentage of crisis intervention trained police officers and crisis intervention team members.
This advisory group is comprised of mental and behavioral health professionals, social service providers, clinicians, community advocates, academics, other law enforcement subject matter experts, and other stakeholders in the mental health field. I am.

About OKC Public Safety Partnership
The OKC Public Safety Partnership is an ongoing effort to strengthen and improve the OKC Police Department’s de-escalation, community engagement, and accountability policies.
This partnership, in collaboration with Oklahoma City City Council members, city leaders, OKCPD leadership, subject matter experts, community members, and other stakeholders, is included in a report submitted to the City Council in March 2022.39 We are working to implement the recommendations.
