I have witnessed firsthand the transformative power of movement for individuals, families, businesses, and our country. As Chairman of the National Health and Fitness Alliance and a proud member of the fitness industry, I strongly believe that the Personal Health Investment Today (PHIT) Act will be a game-changer not only for the growth of our industry but also for the well-being of all people. The numbers highlight an alarming picture: In the United States, the cost of chronic disease caused by physical inactivity is exceeded. $1 trillion annually. Yes, there is a “T” for trillion. And our children are not immune to the crisis, with childhood obesity rates rising alarmingly since the coronavirus crisis began. A study by the World Obesity Federation predicts that by 2030, 250 million children and adolescents worldwide will be considered obese, of which 17 million (almost 25% of our children) will be in the United States. We all intuitively know that regular exercise is an important pillar of a healthy life, and science backs it up. However, access to fitness facilities, programs, and equipment remains out of reach for many Americans. The PHIT Act addresses this challenge by unlocking pre-tax health savings and spending accounts (HSAs/FSAs) for fitness expenses. This means that individuals and families can spend up to $1,000 per person per year or $2,000 per family per year to:
- Gym membership: Joining a fitness facility opens up a world of exercise options, expert instruction, and community support.
- Sports and activity program: These range from children’s sports leagues to adult recreational activities and encourage healthy competition and social connections.
- Exercise equipment: Investing in youth sports and exercise equipment can make it easier for children to enjoy activities.
The PHIT Act will benefit our country in several ways.
- A healthier population: If people have the resources to exercise, they will naturally move more. Improved cardiovascular health, a stronger body, and better mental health are just some of the rewards. This will result in fewer sick days, lower health care costs, and a stronger U.S. workforce.
- National security issues: A study conducted by the U.S. Army Public Health Center, American Heart Association, and Citadel found that 27 percent of all 17- to 24-year-olds are too overweight to qualify for military service. Additionally, 47% of all men and 59% of all women failed the Army’s entry-level physical fitness test upon enlistment. This is frightening and means that a significant number of potential recruits are unable to serve in the military due to preventable health issues. The PHIT Act can play an important role in reversing this trend by promoting physical activity from a young age and creating a generation ready to defend our country.
- Stronger family: Exercising as a family creates healthy habits and creates bonds. The PHIT Act makes sports and other youth activities more affordable for parents and children, helping them develop lifelong physical and social skills.
- economic growth: Although it is hard to see, the ripple effect is enormous. A healthier America means more productivity and fewer insurance claims. The fitness industry, already a major employer, will expand and create new jobs.

Although the fitness industry has faced setbacks in recent years, our role in society has never been more important. In the wake of a pandemic that has highlighted health disparities, we stand ready to help America rebuild healthier bodies and minds. But we can’t do it alone. - This is not a remedy. Strong fitness companies thrive on broader consumer access. Rather than subsidize struggling businesses, this legislation invests in Americans’ choices for better health.
- The tax impact is minimal. Any lost revenue is far more likely to be saved in future medical costs.
