Andrew Woodberry, former deputy director of Hamilton County Schools and School Nutrition (HCSN), has been charged as a result of an investigation by the Tennessee Comptroller’s Office.
Investigators determined that Mr. Woodbury misappropriated HCSN assets valued at $12,374.68 between October 2021 and February 2022.
Mr. Woodbury circumvented HCSN’s real estate disposition process by opening an unauthorized GovDeals online marketplace account to sell HCSN’s surplus real estate assets. Proceeds from this account were deposited directly into Woodbury’s personal bank account.
Mr. Woodbury also circumvented the approval process for the sale of surplus real estate by signing his name to a line designed for the HCSN Secretary. Surplus Property Approval Form. The investigation began after Hamilton County Schools officials reported the allegations to the Comptroller’s Office.
Mr. Woodbury undervalued the unapproved HCSN surplus property when he put it up for sale on GovDeals. Mr. Woodbury received a total of $2,304.33 through the sale. However, his surplus property was valued at $12,374.68 by HCSN authorities.
Woodbury said he also sold personal items and items taken from HCSN trash cans through an unauthorized GovDeals account.
Andrew Woodbury was suspended on February 24, 2022, and his employment was terminated on April 29, 2022. Based on this investigation, in February 2024, a Hamilton County grand jury indicted Woodberry on one count of theft of property over $2,500 and one count of theft of property over $2,500. He faces one count of forgery and misrepresenting information to the state auditor and one count of official misconduct.
“School leaders need to ensure that appropriate oversight is provided over the disposal process of surplus property,” Manpower Audit said. “This may include verifying that all signatures on authorization forms are correct and performing reconciliations to ensure that all proceeds from sales are properly collected, accounted for, and credited.
